Building What's Next in York County: Two Residential Development Projects, One Collaborative Approach

York County, PA, is growing, and with that growth comes the responsibility to prepare land with care, in ways that support the neighborhoods and businesses of tomorrow. Two current residential development projects, Freedom Square (Phase 1) and Green Lane Meadows (Phase 3), are giving our teams the opportunity to do precisely that. While the projects vary in size and complexity, both depend on the same essential elements: thoughtful planning, clear communication, and coordinated teamwork from everyone involved.

Successful residential construction begins well before any foundation is poured or framing goes up. It starts with the earthwork that shapes a site and the decisions that guide every phase that follows, including stormwater management, environmental protection, land clearing, grading, and utility installation. These essential activities require an experienced, full-service excavation contractor to anticipate challenges, adapt to changing conditions, and work closely with project partners. That’s where our teams are focused: shaping terrain, protecting natural resources, installing utilities, and building strong working relationships along the way.

Progress at Green Lane Meadows

Phase 3 of Green Lane Meadows, developed by Good Hope Ventures, includes 46 future home sites situated above the Yellow Breeches Creek in Fairview Township. Many aspects of this development are unique based on the location, as the steep terrain and proximity to a high-quality trout stream shaped much of the early decision-making. From the outset, the team approached the site with a clear understanding that environmental stewardship needed to guide every step.

“We knew from the start that erosion control and water management would be critical on this site,” said Kevin B., Brubacher Project Manager. “With the slopes running down toward the creek, everybody needed to stay ahead of weather, runoff, and planning.”

The team navigated an unusually wet summer and fall in 2025, along with utility-provider coordination that required additional lead time. Rather than letting these factors stall progress, the project team leaned into consistent communication—holding weekly meetings with the developer, raising potential concerns early, and working collaboratively to keep momentum wherever possible.

The sitework thus far has covered nearly every part of the residential excavation process, including land clearing, basin construction, sanitary and storm sewer installation, and managing a substantial amount of rock. Trinity Drilling & Blasting supported utility trenching, and a trade partner has been performing on-site rock crushing to turn excavated stone into usable material.

As planning for Phase 4 begins, the team is already dedicated to delivering Insight. On Site., offering early guidance around rock probing, design considerations, and site conditions.

“Our goal is always to help the next phase go smoother than the last,” Kevin shared. “Whether we are directly involved in subsequent phases or not, if we can help the developer look ahead, that benefits everyone.”

A 20-Year Vision Comes to Life at Freedom Square

Where Green Lane Meadows reflects steady, coordinated progress, Freedom Square tells a different story—a long-term vision beginning to take shape. For developer Tim Pasch and Pasch Companies, this project represents nearly two decades of planning, land acquisition, and commitment to creating a true Town Center community in Conewago Township. He related, “My vision was to create a unique and cohesive environment in York where residents can live, work, and play all while preserving 100s of acres in our community.”

Phase 1 includes 167 single-family lots, and more than 2,000 residential units are planned across a 20-year buildout. The master plan also features restaurants, retail, and commercial space, designed to create a place where people can live, work, and stay connected.

Brubacher’s involvement began following the Abel Construction acquisition in 2025. Although Pasch had worked extensively with Abel through the initial estimating phase, he revisited the proposal after learning more about Brubacher’s values, capabilities, and approach. Conversations with Allan D., Director of Estimating and Project Management, helped establish a path toward partnership.

“There’s a lot of pride around this project,” said Mitch N., Director of Construction Client Services. “Once we understood Tim’s vision, we knew our focus needed to be on clarity, communication, and setting a strong foundation for everything that would come later.”

Working Within a Sensitive Environment

Freedom Square’s early work has complex aspects.  The entire 460-acre site is wetland-dominated, and development as a whole operates under a single National Pollutant Discharge Elimination System (NPDES) permit. In practice, that means every basin, pipe run, access road, and disturbance must be handled with exceptional care, because one misstep in Phase 1 affects all future phases.

“There’s no room for shortcuts here. The wetlands surround the work area on every side, so everything we do has had to meet a higher standard from day one,” said Rob D., Project Manager.

Twelve basins must be constructed before major excavation can begin, making erosion and sediment control a significant focus from the start. Collaboration with the engineering team at RGS Associates has helped guide sequencing, phasing, and environmental protection.

“Regulatory requirements have become increasingly challenging to allow development that also protects our natural resources. Working closely with Tim and Brubacher allowed us to offer design solutions that strike a balance between the goals of the project team and the various regulators,” said Chris Venarchick, RLA & Principal at RGS Associates.

Mitch also noted the importance of clarity with neighbors and stakeholders, given the project’s visibility and scale. Coordinating with homebuilders Garman Builders and Landmark Homes is helping maintain momentum as utilities, grading, and early paving unfold across the site.

A Community-First Mission

A meaningful part of Freedom Square’s story is tied to developer Pasch’s commitment to giving back. Through The Pasch Foundation, plans are in place to donate a free home to a veteran in each phase of the development. For Phase 1, two homes are planned, and Brubacher is honored to complete the excavation and site preparation for these lots. This commitment adds a deeper purpose to the project, linking land development to long-term community impact.

“We would not be able to do the things we do every day that are vital to our livelihoods and raising our families without the sacrifices that past and present Veterans have made for our freedom. Both the military and Veterans have been an integral part of our family for decades, and their sacrifices have afforded us a wonderful life here in America,” Pasch shared.

Collaboration at the Center: Where the Work Aligns

Even with their differences in scale and scope, both Freedom Square and Green Lane Meadows illustrate how much progress depends on steady coordination and open communication throughout the life cycle of a project. At each site, teams balance daily decisions with long-term planning, align with developers and engineers, and adapt as conditions shift, all while staying attentive to environmental stewardship and the planning needed for long-term success.
