Building the Foundation for a Long-Term Planned Town Center Community
Brubacher is contributing to the early stages of Freedom Square, a large-scale, master-planned residential and mixed-use development in Conewago Township, York County, PA. Representing nearly two decades of planning, land acquisition, and commitment from developer Tim Pasch of Pasch Companies, the project is designed to establish a true Town Center community. As the excavating and site contractor for Phase 1, Brubacher is completing essential residential site development work to support this long-term vision.
The initial phase includes 167 single-family home sites, with more than 2,000 residential units planned across the full buildout. In addition to housing, the master plan integrates restaurants, retail, and commercial space, creating a connected environment that supports how people live, work, and gather within the community.
As work has progressed in Phase 1, site conditions have required careful attention due to the project’s environmentally sensitive setting. The 460-acre property contains extensive wetlands and operates under a single National Pollutant Discharge Elimination System (NPDES) permit, making early planning and execution especially critical. Stormwater management and erosion control measures were front-loaded into the project, with multiple basins constructed before major excavation began to establish long-term environmental compliance.
Brubacher’s scope to date includes land clearing, excavating and grading, basin construction, sanitary and storm sewer installation, water utilities, and paving, along with coordination across a complex construction footprint. Managing access, sequencing, and underground utilities within a wetland-dominated site has required disciplined execution and close collaboration with project partners throughout the process.
Beyond technical requirements, Freedom Square also reflects a strong commitment to community impact and long-term stewardship. Through The Pasch Foundation, plans are in place to donate several homes to veterans in each project phase. Brubacher is honored to support this initiative by providing site preparation and excavation services for the donation-designated lots within Phase 1.
